Wednesday's nor'easter forced the shutdown of three Federal Emergency Management Agency mobile units that were initially set up in Staten Island to help in Hurricane Sandy recovery efforts. The temporary closures caused Midland Beach residents frustration in that the storm prevented the mobile units from making progress in their community's recovery. FEMA recovery center manager Jean Podruchny said it would have been too risky for the mobile units to stay open during the nor'easter.
