New York City Mayor Michael Bloomberg spoke at a press conference Thursday to provide an update on the continuing recovery from Hurricane Sandy and from the Nor'easter that struck the region. He also announced the imposition of gas rationing in New York City, which he said will begin at 6:00 a.m. Friday morning.
