As commuters try to get back to work after almost a full week, police are limiting access to drivers attempting to cross the Lincoln Tunnel. Cars with less than three people are being turned away; meanwhile, the lines into the Tappen Zee Bridge and George Washington Bridge extend for hours. The Holland Tunnel remains closed. However, limited public transportation has resumed on both sides of the Hudson.
