Suffolk County Executive Steve Bellone signed into law Thursday the Safer Waterways Act, which will require boat owners to complete an approved boat safety course and to possess a safety certificate while on the water. Bellone was accompanied by Lisa Gaines, the woman who tragically lost her 7-year-old daughter Victoria on a Fourth of July boat outing in Oyster Bay when the vessel they boarded capsized. Gaines said she is aiming to get stricter boating laws passed on the state and federal levels.
