HICKSVILLE — After falling to last place in customer satisfaction, Governor Andrew Cuomo's office is creating a plan to improve the Long Island Power Authority. Cuomo administrators said LIPA has undertaken too much responsibility and should return to basics in order to reduce rates for its customers. Some residents who rely on the utility said they are in favor of the reform if the move will produce savings.
