OYSTER BAY — In the aftermath of the Fourth of July tragedy that claimed the lives of three children, one of the girl's family is pushing for safety boating measures. Paul and Lisa Gaines are calling for legislation named after their daughter Victoria, which would require that all boat owners be licensed and undergo continuing safety education as long as they are active boaters. The Gaines' attorney Michael Della said the family is determined to see new legislation for safety measures passed so that other families do not have to suffer the pain that the parents are going through.
