Governor Cuomo says that charging teens will not be part of the new cyber bullying bill introduced this week. Although the bill defines cyber bullying and would require schools to develop a protocol and investigate allegations that a student is being taunted over social media, emails or instant messaging, Cuomo says the state would need to look more closely at the issue before making cyber bullying a crime.
