New York City council members introduced legislation Wednesday that would create an inspector general position. They say the NYPD's Stop & Frisk policy is out of control and needs more oversight. The new inspector general would conduct investigations, review department policies and recommend corrective action.

Last year, more than 680,000 people, mostly black and Hispanic men, were stopped. Only 10 percent were arrested.
